New contacts are saved in your default Contacts folder, and you will also see them under All contacts. If you want to save the contact in a different folder, select the folder before creating the contact.

You can view contacts and send emails to people in all of your available address lists. In Outlook, choose People at the bottom of the screen. By default, you see your personal contacts. To view other address books, in the Find group of the ribbon, choose Address Book.

Choose People module at the bottom left of Outlook. Note: If you don't see the People icon, click on the See more options (…) button and select People. From this tab, you can see a list of your contacts and scroll through them in alphabetical order.

If the 'New Contact List' button is not available in the People tab in Outlook, you can enable it via the Outlook Preferences. In Outlook, select the 'Outlook' menu, then 'Preferences'. Select the 'General' tab. Untick 'Hide On My Computer folders'.
